autoconf and automake are tools, so please add them
to USE_TOOLS instead of depending on them.

Why does it depend on SDL-nas? That is just an
audio output plugin, a program shouldn't be able
to find out which output plugin you use (i.e.,
an SDL dependency should be sufficient).
