MMU?  If not, I'm not sure NetBSD would be a very good place to start.
But hey, as the saying has it, the person who says it cannot be done
should not interrupt the person doing it.

You might be able to get somewhere by designing an extremely CISC
p-code machine and porting to that.  It'd sure keep your text segments
small, though a half-meg of RAM is pretty tight for data alone.
