File modes in distribution sets

I'm wondering how the file modes in the distribution sets are determined.
If I would like to make /etc/openssl/private mode 0711 instead of the standard 
0700, would it suffice to change the entry in etc/mtree/NetBSD.dist.base or 
is that merely a record of what the mode should be on an installed system?
