A VAX tool build works fine for me on Ubuntu 22.04.4 LTS, but I have a much older libc6 and gcc than you of course. I have docker on my laptop. Can you send me your dockerfile and I can poke at Debian? That'll save me from piecing together the dockerfile from your logs.
