Well, it depends on what you mean by "should".

IMO input line editing does not belong in individual applications at
all; it should be in the tty layer.  (I've been thinking about possible
designs for a few years; someday I hope to take a run at implementing
something.)

So, from that point of view, programs "should" do none of those.

As for more immediately pragmatic values of "should"...well, I'm not
fond of any of the above; I'd say it's a question of what goals you're
trying to satisfy and thus which option is the best fit to them.
