Add a possible GSoC project to improve pkgsrc MESSAGEs

Based on suggestions by <jperkin> via #pkgsrc.

(Still a bit TODO, but hopefully a student can get an idea about what are the
current problems with MESSAGEs and investigate possible solutions!)
