Remove redirects for /packages

The target ftp://ftp.NetBSD.org/pub/NetBSD/packages/pkgsrc used for
the /packages redirects no longer exists.  These redirects were added
in 2007 and apparently nobody has complained about them redirecting
to la-la land nowadays.

Redirecting to the ftp scheme is also of questionable usability already.
