change citerefentry template to generate man references without specific
architecture by default.
arch property should be used for citerefentry if needed.
os property should be used for specific release.
Before this commit I reviewed man-refs.ent file and cleaned up many obsolete refs
as well as added arch/os properties were applicable (and regenerated pages).
Nevertheless, since it was partially manual review, something may have been missed.
Also some man pages are missing for existing references.
