Honor release attribute in webpage element for manual references.

It will generate man links by the release version instead of using
&release.latest version. The main advantage of this approach is
future releases, which makes links to new man pages work. This change is
mainly intended for release announcements.

For docbook no functional changes intended, just adjusted code to keep same
style and conditional blocks.
