developers/commit-guidelines: Improve CI references.

1. Use a relevant phrase, not `here', as the anchor text.
2. Link to the releng test results page, not gson's.  (There's also a
   link to gson's page too, which is good to check as well.)
3. Link also to the daily autobuilds.
