foundation/reports/financial/2025: Adjust rounding error.

What the currency exchange account represents is not an integral
number of cents but rather high-precision fractional cents, so I'm
tweaking the rounding manually to make the report add up until I can
convince ledger-cli how to round the right way automatically for this
purpose.
