I'm always in favour of using ctwm better, but that may be because I am
an occasional ctwm committer. I taught it to handle a lot of Extended
Window Manager Hints, aka the "modern" desktop extensions. Unfortunately
the version imported in NetBSD is from before that, if I remember right.

Oh, and I'm a big fan of

SqueezeTitle

which is said to be the source of the T ("Tab") in the name twm.
(Or it is the T from "Tom", that is also reported).
