Flipping the switch to Mesa 21?

Hi all,

I tested out mesa 21, made some changes for intel only, it seems to work
well enough on my combination of test hardware (I have one GPU for each
DRM driver, and tested modesetting too with all of them).

Any reasons not to switch to HAVE_MESA_VER=21?
I am not aware of anything wrong with it.
