Yes, exactly. I've also found in /usr/src/BUILDING, as regards
`kernel=kconf', that:

``This command does not imply the tools command; run the
tools command first unless it is certain that the tools
already exist and are up to date''.

`u' is not related to the tools. Also, if they are not
strictly up-to-date, even with `-u' they are rebuilt.
