I got offlist mail from rhialto that the test environment is packages that were built for NetBSD 10, running on NetBSD 11. While binary compat should work, that's a different problem than what was reported, as the default assumption is that one's packages are built for the host and entirely up-to-date with respect to either recent pkgsrc-current or the active stable branch. There were more details, but I don't want to quote private mail any more than is necessary to stop others spending time on an odd case without realizing that. I've asked for an explanation of the environment and further findings to be on the list.
