FWIW I just installed VirtualBox 7.2.16 on W11 and configured NetBSD11-release using UEFI without any problems. Time keeping seems to be working out of the box (I switched subsequently to another local ntp server I am running - funnily enough, on a NetBSD 8.99 running on one RPI model B with an installation from about 10-11 years...). No issues with character repeats in the console. Basically, it is completely usable here.
