This sounds like something that could be done without, except maybe for
the hacked gmake.

I.e. it sounds like they were trying to recreate a unix-ish build system
that would work on other systems.

So fundamentally the inputs are all basically makefiles and shell
scripts, no?

Maybe even the gmake isn't too far gone and only the makefiles need a
bit of patching?
