Using zic

I downloaded a copy of tzdata2007c.tar, which contains files that zic wants
for input.  Then I did this:

   zic northamerica

which I thought would update the appropriate parts of /usr/share/zoneinfo.
And sure enough, some of the files therein now have timestamps of today.

But when I do this

  zdump -v US/Eastern | grep 2007

it still shows the old dates.  What am I missing here.
