Change keyboard map from uk to de

Hi,

how can I change the wscons keyboard map? I am using the 2.0 RPC_WSCONS 
kernel.

"wsconsctl -w encoding=de" just says:
wsconsctl: WSKBDIO_SETENCODING: Invalid argument

The only encoding that does not cause this error is "uk".
What is the reason for this and what can I do?
