Yes, a RPI2 and RPI3 can be made to work as a earmv6hf device. You have to use a kernel that has been built like I described, that is, the kernel is actually a v7 kernel, but you use the v6 tool chain to build it. This *IS* done in the tree and is what the RPI2 kernel is all about, which works on a RPI2 and RPI3. However... You might find that your virtual machine version performs better than the real hardware ... especially if the VM is running on very fast hardware using fast storage ... you can also give it a lot more memory, and in fact, the max that a 32 bit system can have, which may be a configuration that does not exist on real hardware.
