I don't know.

Now that I think about it, many devicetrees have a full set of device
in them with most devices disabled. This means you can just switch a
device status from "disabled" to "okay" and then rerun device
initialisation.

I seem to recall U-Boot allowing/supporting this sort of game. 

If push came to shove we could just put our own enhancement in the
pkgsrc U-Boot without much trouble.
