I've put an updated restorecd based on 4.99.72 -current:
ftp://ftp.NetBSD.org/pub/NetBSD/arch/cobalt/restore-cd/4.99.72
Tesetd on Qube2, but not well confirmed.

Note restorecd completely initializes your harddisk
so you can't use it to upgrade your cobalt with your
current settings on the disk.

You might be able to try sysinst based RAMDISK kernel
for actual "upgrade" via serial console:
ftp://ftp.NetBSD.org/pub/NetBSD-daily/HEAD/200809100002Z/cobalt/binary/kernel/netbsd-RAMDISK.gz
but it isn't tested at all.
