but I don't know if there is another way to setup serial console
without a HIL keyboard.

Yes, I use a 5-BNC <-> Dsub15 cable for 425t with catseye
(two sync connectors are unpluged), but I'm afraid there are
few modern LCD displays which support sync-on-green.
(that's a reason why I still keep a heavy Nanao's CRT..)
