there's an x86->hppa cross toolchain in

matt says that this is based on the toolchain that the parisc-linux guys
are using.  jason says that the official FSF toolchain uses a somewhat
different syntax for certain things, so we'll probably migrate to the
FSF version.  basically, the toolchain will be in flux for a bit,
but this one will do for now.

there are some other kernel changes from matt in that directory
that are needed to build a netbsd kernel as well, and I'll follow up
on those separately.
