It is in /usr/mdec, as usual... ;-)
I am not sure what is in that snapshot but when I cross build from
i386 I get a host tool called nbhp700-mkboot. You need to run that on
the kernel you want to boot, something like this:
nbhp700-mkboot -v /export/gecko/root/usr/mdec/boot netbsd netbsd.lif
The netbsd.lif is what you should make available via TFTP.
