That's correct.  What happens is:
boot lan
[load bootloader via rboot]
Boot: [return]
[load kernel]
Root device [iee0]: [return]
[hang]

Once the kernel is loaded, it does not attempt to send the DHCP request to
find the NFS root filesystem.

I wrote that.  And my problem is well past the BootROM, it's at the kernel
looking for its root filesystem stage.
