timecounters on hp700

I looked briefly at hp700's microtime, and it is the only port that has
microtime written in assembler.

Needless to say, this makes it very hard for anyone not a PA-RISC hacker
to convert to timecounters.  Therefore, this is a request for someone
who _is_ a PA-RISC hacker to consider doing that.  Thanks.
