Correction, it is the stock kernel that does not boot.  A custom kernel with
fewer supported devices/options boots fine, which suggests that some maximum
kernel size needs to be increased in hpcboot.

Stock JORNADA728 kernel:

-rwxr-xr-x  1 root  wheel  3834333 Jan 11 19:24 netbsd

Custom kernel built from the same source:

-rwxr-xr-x  1 root  wheel  3401228 Jan 11 19:26 netbsd
