power control driver for PERSONA

Hi! all PERSONA users,


I put power control driver for PERSONA.  This driver is only provided by
patch and C-source.  You can put psh3pwr.c to sys/arch/hpcsh/dev, and
patch psh3pwr.diff.

This driver tested PERSONA HPW-50PA and 30PA, 200JC.  I saw ROM, but
there was strange code in ROM, I couldn't believe this code.  therefore
I saw logic in logic board.
