Why hardcode it? It's not different from US or EU at the primary
layer, so you can handle it entirely in the userland. Use mapfile
directive in /etc/wscons.conf
A map only have to be hardwired to the kernel if it's different at the
primary layer, b/c you potentially need that as early as right after
copyright banner is printed ("break into debugger" opion, or early
boot fault that lands you there).
