install/boot 7.x woes on Primergy RX1330

I am replacing two elderly Fujitsu Primergy RX100 server with new
RX1330 M3 models, but having a frustrating time getting them to boot.

Fujitsu support have got me to the point where a full installation on
a portable USB hard drive is recognised to the extent that the
hardware probe cycle starts, but the disk's root partition is not
automatically recognised, nor have the USB ports shown up in the green
screen.   The (USB) keyboard is inoperative at this point, which is a
prompt to enter the root file system.

(The BIOS changes that got me this far involved enabling CSM nad
choosing Legacy mode for various parameters.)

Previous attempts to install from a DVD and from a USB stick all
failed.   This is the first time I've ever had a significant problem
getting a NetBSD machine up and running, but that is maybe because the
setup utility is distinctly more complex than I've been faced with
before.
