And therein lies the rub -- to identify those workloads which should be 
measured and to afford each one a suitable weight in your decision making. 
That's why this was always political. You can argue (with the benefit of 
hindsight) that Andrea Schwab's solution always had technical 
deficiencies. I would argue that it is a huge success regardless.
