There appears to be something wrong in the opencv configs. The tests will try to compile cmake/checks/atomic_check.cpp as a test for libatomic and will fail. I can manually get the same test to compile without issues, however. g++ -L/usr/pkg/lib -latomic ./work/opencv-3.4.9/cmake/checks/atomic_check.cpp I think this should build OK on this platform but requires a bit more effort than I presently have time for. For now I am going to pause this effort but if anyone searches the mailing lists with the same error perhaps this might help!
