It's a good place.

I checked on the ftp server (where I can get a shell and look at bits
locally), and the pkg_summary.gz, and indeed the file is missing on the
server and from the summary.

Separately from someone fixing this, you should be able to checkout
sources and build pkgin, and then do binary additions.
