Would this be "toolchain" or "port-evbmips" or ??

Also, building "libtool-base" w/o the extra assembler flags causes it
to fail when used to build other packages ("security/sudo" and
"devel/gettext-lib" to name a few).
So, for the time being, the "CFLAGS" addendum should probably be global.
