I'd be happy to provide the lead sectors of the NeXTSTEP 3.3 CD to 
anyone interested in looking into this.

You're right.  I just checked the NS 3.3 install book, and it says that 
non-turbo machines need to boot from the floppy, and turbo machines can 
boot directly from CD.
