It sounds like the only network packets you are seeing
are from the boot loader.  I don't think the kernel
is getting to the stage where it requires MAKEDEV yet.
You would normally see something like this:
(I think, this is from memory)

  nfs_boot: trying DHCP/BOOTP
  nfs_boot: DHCP next-server: 10.1.2.3
  nfs_boot: my_name=foo
  nfs_boot: my_addr=10.1.2.4
  nfs_boot: my_mask=255.255.255.0
  root on 10.1.2.3:/export/root

But more importantly, you should see the dhcp request
in your ethereal trace after the kernel is loaded.

What software version are you using?  If you are having
trouble, you might want to first try a release that you
know has booted on your machine before.
