[sysinst] newfs_msdos fails to write last block of the partition

I am having a problem to write always the last block of the partition
so Command Failed. fsck_msdos fails -> No install. I have tried
multiple different partition sizes and the result is always the same.
newfs (ffs) creates fine on the disk.
