updated diffs

I've updated my timecounter and todr diffs.  They are combined at this
point, because I only have one workspace, and its a pain to separate
them.  (They both touch a few shared files.)  These updates are
necessary to fix a few critical bugs that testing has found.

I'm still looking for willing testers.  I'd like to have tests on:

    * 3maxplus hardware
    * maxine hardware
    * 3min hardware with R4K cpu
    * 3min hardware with R3K cpu
