sandpoint is now ppcoea-renovation buildable

I made bold steps to bring ppcoea-renovation for sandpoint
and the branch is now made buildable.
- __HAVE_GENERIC_SOFT_INTERRUPTS
- __HAVE_TIMECOUNTER
- adapt powerpc/pic cascadable PIC interrupt dispatch scheme.
- add a conf file for Ampro EnCorePP1 MPC8245 eval.

Attempts to test with real HW is to do.

Migration to evbppc is under consideration.  MPC8245 port
with no i8259 PIC in South bridge is also in thought.  It would
make Kurobox guys happier.
