I've tried installing it again and noticed the following:

During boot I see the following message

init: kernel security level changed from 0 to 1

Later in sysinstall I see the following error:

Command failed
/usr/mdec/binstall ffs /targetroot
This script has to be run when the kernel is in insecure mode...

So why is init changing security level from 0 to 1?
