Returning to firmware broken on USii?

Hi,

My recent kernels have lost the ability to return to the PROM, resulting in
a hang when running `halt` or `reboot`.  I've seen this happen on a SPARCle
(UltraSPARC-IIe) and a E420R (UltraSPARC-II).  I didn't see it with a
6.99.7 kernel from June, and I can't see any commit that might have caused
it.  Is it just me?
