re: UltraSPARC III/IIe cpufreq drivers, please test

i was looking at this last night for the IIIi cpu.  i have a need
to be able to run mine slower...

i noticed that there are actually 3 different registers availble
here.  one can turn safari/the clock down.  one can turn the PCI
bus into e*star mode.  the final can turn off UPA stuff that is
only necessary when graphics cards are installed.


i should be able to have a look at the new patches soon, as i
hope to re-use at least part of them :)
