Switched to GCC12

I've just switched vax to GCC12. I believe that everything goes well,
but if you notice something, please report to this list or gnats.

I've also switched vax to Mesa 21. It just builds, but does *not*
work as Mesa 19. It relays upon IEEE754-format floating-points :(
