The network booting (MOP) pulls in the boot program (/boot), and that
one then uses dhcp and tftp to pull in the kernel, and then off it goes.
You don't have a boot block involved in this picture. The boot block is
only for reading in /boot anyway, and with network booting, you are
directly going to /boot using MOP.
