locore.s rearrangement

I'd like to commit the attached locore.s change that moves
the startup routine to the begining of the source like hp300,
http://cvsweb.netbsd.org/bsdweb.cgi/src/sys/arch/hp300/hp300/locore.s#rev1.65
to reduce diffs against other m68k ports.

If there is anyone who minds this change (i.e. anyone who has
uncommitted local changes that could conflict), please let me know.
