/EFI/NetBSD/boot.cfg vs. /boot.cfg

I'm confused about the different boot.cfg Files on the EFI partition, a 
"NetBSD" directory therein and on the root FS.
Are these just alternate places for the same thing (provided one boots a 
PeCee via UEFI) or are they read at different phases of the boot?
