DragonFly has netgraph.

NetBSD may have it. I'm not sure:

There's some critique in there by the Wasabi guy:
"(Netgraph's integration is... not very clean, even in FreeBSD...)"

A little googling leads me to believe OpenBSD doesn't have it.
