I think block alignment of the partition offset would be enforced by the parent partitioning system. The partitioning system living in the partition usually doesn't even know about the offset. All it sees is the partition device, which when opened is addressed starting at byte 0. I have yet to see a partitioning system that would need this hook, but I can easily imagine something like this (e.g. if the address of logical partitions would be absolute, not relative to the extended partition). It's just not final. I didn't plan to document it before it's implemented by one or two partitioning systems and used by the DDM.
