Syscall/Interrupt Optimizations

Hi Travis,

I just wanted to remind you, that you're free to check in stuff into your 
developer branch (haiku/branches/developer/geist/) or the kernel team 
branch (haiku/branches/team/kernel/ -- doesn't exist yet).

Yesterday In IRC you mentioned that the debugger support stuff is kind of 
in your way. Feel free to leave it out for the time being, if you work in a 
developer/team branch. I wouldn't mind having a look at how to fit it back.
